The Entry Summary Declaration (ENS) is a mandatory safety and security declaration for goods entering the European Union. It is filed in ICS2 before loading or arrival, depending on the mode of transport, so that a risk analysis can be performed. A vague description is enough to have it rejected.
ICS2: every mode of transport
The Import Control System 2 was rolled out in stages: first for express and postal air cargo, then for all air cargo, and finally for maritime, road and rail transport. Carriers, and in some cases freight forwarders and shippers, must provide more complete data than before.
Required data
- Mode of transport and filing type (full, house level, or PLACI pre-loading for air)
- Transport document and means of transport references
- Country and place of loading, expected arrival date
- The first office of entry into the European Union
- The carrier's EORI
- For each item: 6-digit HS code, precise description, number of packages, weight, container number where applicable
Rejected descriptions
ICS2 rejects generic descriptions that do not allow a risk assessment, such as "general cargo", "consolidated", "parts", "gifts", "samples" or "accessories". You must describe the actual nature of the goods (for example "men's cotton t-shirts" rather than "textiles"). The check detects these descriptions and flags them as blocking.

Frequently asked questions
Who must file the ENS?
In principle, the carrier bringing the goods into the Union. Depending on the case, data may also be provided by other parties (freight forwarder, shipper, postal operator).
When must the ENS be filed?
Deadlines depend on the mode of transport: before loading for containerised sea freight; for air, minimum data before loading (PLACI) and then the full declaration before arrival; for road and rail, before arrival.
Why is my description rejected?
Generic terms ("parts", "general cargo", "gifts"…) do not allow a risk analysis. Describe precisely the nature, material and use of the goods.
Is the HS code mandatory?
Yes, the 6-digit Harmonized System code is required for each item in ICS2.
Does the check send the ENS to ICS2?
No. It checks the declaration before filing, with nothing transmitted.
