The H7 data set is a simplified customs declaration for low-value consignments imported into the European Union, typically e-commerce parcels. It only applies to certain goods and below a value ceiling: a consignment outside the H7 scope needs a full declaration.
When can you use an H7 declaration?
- The consignment enters the European Union and its intrinsic value does not exceed €150
- The goods are not subject to excise duties (alcohol, tobacco, etc.)
- The goods are not subject to specific prohibitions or restrictions
The customs duty relief for low-value consignments is being reformed at EU level. Check the rules in force on the date of import, particularly regarding customs duties.
IOSS and destination-country VAT
Since 2021, VAT is due on all imported consignments from the first euro, at the rate of the destination country. With the Import One-Stop Shop (IOSS), the seller or marketplace collects VAT at the time of sale and the declaration states its IOSS number, so the parcel is not taxed again on delivery. Without IOSS, VAT is paid on import, often by the recipient through the carrier.
