In the Netherlands, import and export declarations are filed in the Douane Management Systeem (DMS). The country is the gateway for many goods bound for the rest of Europe, through Rotterdam and Schiphol. Foreign companies often import there with VAT deferment: one wrong data element can make the VAT payable immediately.

Article 23 VAT deferment

An Article 23 licence means Dutch import VAT is not paid at the border: it is reported and deducted in the VAT return instead. To benefit from it, the licence number must appear in the declaration. Companies not established in the Netherlands usually use a fiscal representative who holds this licence.
